Consumer Reports: High Chairs

You'll want a stable, sturdy model that can stand up to spilling, kicking, and regular cleaning for at least a year (some babies can't bear to sit in a high chair after that). A chair with a tray that can be released with one hand is also a plus. Picture your baby occupying your other arm while you're opening and closing the tray; it's just one of the many physical feats you'll be asked to master as a parent.

European Baby Strollers

A high chair usually consists of a frame of molded plastic or metal tubing and an attached seat with a safety belt and a footrest. There are still a few old-fashioned wooden high chairs out there with a removable tray or arms that lift the tray over a baby's head, although they aren't always as comfortable for babies as the modern, form-fitting models on the market now, and most of them aren't certified as meeting the latest safety standards. You'll also find a few hybrid units, which can double as a swing or convert into other types of gear, such as a chair for an older child or a play table.

European Baby Strollers

SHOPPING SECRETS

Look for a chair that has a waist strap and a strap that runs between the legs. If a tray is used, there should be a passive restraint, such as a crotch post, used in conjunction with the harness straps. A high chair, like a car seat or a stroller, is one of those shake-rattle-and-roll buying experiences. We suggest visiting the baby store near you with the broadest selection. Then do the following:

Open and close the fastener on the seat's safety harness (try it one-handed) to make sure it's easy to use. If it's not, you might be tempted not to use it every time your child is in the seat, although that's imperative.

Adjust the seat height to see how well that mechanism works. Some seats come with as many as seven possible heights. You may only use one or two, but you can't know for sure at this point.

Assess the seat cover. Look for a chair with upholstery made to last. It should feel substantial, not flimsy. Make sure upholstery seams won't scratch your baby's legs.

Make sure wheels can be locked (if you're buying a model with wheels) or that they become immobilized when there is weight (like a baby) in the seat.

Watch out for rough edges. Examine the underside of the feeding tray to make sure it's free of anything sharp that could scratch your baby. Also look for small holes or hinges that could capture little fingers.

Check for the absence of small parts. Make sure the caps or plugs that cover the ends of metal tubing are well secured. Parts small enough for a child to swallow or inhale are a choking hazard. Know when to fold 'em. If you plan to fold up your high chair as often as every day, practice in the store. Some chairs that claim to be foldable can have stiff folding mechanisms. Technically they may be foldable, but they're not user-friendly.

WHAT'S AVAILABLE

Major brands of high chairs include, in alphabetical order: Baby Trend, Chicco USA, Dorel Juvenile Group (Cosco), Evenflo, Fisher-Price, Graco, J. Mason, Kolcraft, Peg Perego, and Scandinavian Child. There are three general price ranges:

Basic high chairs

High chairs at this end of the price range (under ) are simple, compact, and generally work quite well. Essentially plastic seats on plastic or steel-tubing legs, such models may or may not have tray and height adjustments and tend to lack bells and whistles, such as wheels, foldability for storage, one-handed tray removal, or the capacity to recline, which you may not use anyway unless you're bottle-feeding. The seat is usually upholstered with a vinyl covering or bare plastic, and the pad may be removable and washable. The tray is typically kept in place with pins that fit into holes in the tubing.

Pros: For the money, a basic high chair can serve you and your baby well. But it pays to comparison shop, as some brands may be more suitable to your needs than others.

Cons: Watch for chairs in this price range with grooves in the seat's molded plastic (a gunk trap); cotton seat pads rather than vinyl, which tend not to hold up as well over time; and trays with side release buttons that are accessible to your baby. Some parents report that their babies can remove such trays--food and all--as early as 9 months of age.

Midpriced high chairs

In this price range ( to 0), you'll find many of the features of higher-end chairs, which include multiple tray and chair-height positions; casters for mobility, with a locking feature for safe parking; a reclining seat for infant feeding; one-hand removable tray; foldability for storage; and a three- or five-point harness plus a passive restraint when used with the tray. Most have cushioned, vinyl seat pads that can be removed for washing, although you'll also still see models with cloth covers in this price range; those are a challenge to keep clean. Frames and seats are typically made of molded, rigid plastic or steel.

Pros: This price range generally offers sturdier chairs with more usable features, although, depending on the model, price isn't always aligned with quality.

Cons: Some models are bulky and can eat up space in a small kitchen, although a large footprint provides greater stability. Just watch out that you don't trip on the protruding legs.

High-end high chairs

In this price range (0 and up), you'll find European imports and traditional solid-wood high chairs. Chairs at this end of the market tend to have thick, tubular frames topped by densely padded seats upholstered in vinyl. As a result, they may have a more solid feel and cushier digs for baby. Some models come with add-on fabric covers that are removable for laundering. These chairs can be adjusted to many different heights and reclining positions with a simple squeeze-release mechanism. Some have folding "A"-shaped frames to make them easy to store.

Pros: You'll get extra features, such as seven height positions instead of five, and often better quality, which is important to consider if you want the chair to last through another baby or more. Another bonus: Many parents report that companies that sell higher-end chairs tend to have responsive customer service, which helps if you have a problem.

Cons: Chairs in this range can be bulky because they tend to have a wider base for stability. That's good because it reduces the risk of tipping. However, you'll need more space to accommodate the footprint, which tends to be more like that of a baby swing.

FEATURES TO CONSIDER

Crotch post. To help prevent a baby from slipping out under the tray and getting his or her head caught, high chairs now typically have a center crotch post attached to the tray or to the seat. It's not meant to replace the safety belt, though. A center post that attaches to the chair rather than to the tray is better because it enables you to push your child up to the table without the tray but still have that center-post support.

Foldability. Some high chairs fold for storage. If that's important to you, make sure there's a secure locking system to prevent accidental folding while your child is in the chair or being put into it. Such a system should automatically engage when you open the chair.

Safety belt. As we mentioned, this is an important feature. When buying a high chair, examine the restraining straps to make sure the waist belt has a buckle that can't be fastened unless the crotch strap is also used. Safety belts should hold your baby securely in place, with no leeway for standing up or climbing out. Some high chairs offer an adjustable three-point harness--two adjustable shoulder straps and a lock between the child's legs--or an adjustable five-point harness--two straps over the shoulders, two for the thighs, and a crotch strap, which is ideal.

Seat adjustment. Seats can move up or down to as many as seven height positions on some chairs. They may also recline (in case your baby falls asleep right after eating). However, except for bottle feeding, don't use a seat in the reclining position while feeding your baby--that's a choking hazard. With a height-adjusting chair, the seat slides along the chair frame, locking into various positions. Height options range from nearly floor level to standard high-chair level, with the middle height low enough to allow the seat (with the tray removed) to be pushed up to a dining-room table.

Toys. Some high chairs have toys that attach to the tray, an option your baby will likely enjoy, although you can certainly buy toys separately that fasten to high-chair trays. But avoid strings when attaching them.

Tray. In general, you'll want a lightweight tray you can take off with one hand or that swings to the side when not in use. Certain designs help contain spills: a tray that surrounds baby on all sides, a tray angle that channels liquids away from baby, or a tall rim all around the tray. Some chairs have two trays: a big tray with a deep rim for feeding and a smaller one for snacking or playing. Don't be lured by a claim that the tray is "dishwasher safe"--most trays are too large to fit in a dishwasher.

Upholstery. Many models have seat coverings--or entire seat panels--that come off for easier cleaning. Be sure fasteners won't cause upholstery to tear as you pull off the seat or coverings. Opt for a seat cover with a pattern rather than a solid color; patterns are better at concealing spills. Some covers look like cloth but are really vinyl, which is easier to spot clean than cloth.

Wheels. Wheels may make it easier to move the high chair around, which is important if you'll frequently be hauling your high chair from, say, the kitchen to the dining room. On the other hand, wheels can also be a nuisance because they may allow the chair to move as you're trying to pull a tray off, or as you put your baby in. Older children may be tempted to take the baby for a joyride when you turn your back. Wheels on some models appear to make the chair less stable. If you decide on a wheeled model, look for locks on the wheels, preferably on all four. Some models come with locking casters. Still others have just two wheels and stay in place unless you tilt them on their wheels for rolling around.

RECOMMENDATIONS

There are pluses and minuses with every price range of chair. All can be tough to clean because, let's face it, baby food has a way of getting into every possible nook and cranny (and most seats have them somewhere). High-end models offer flexible positioning, extra-thick seat padding, and attractive upholstery.

Mid priced models generally represent the best value. And, like high-end models, they usually have an easy-to-remove tray, a sturdy safety belt, a tip-resistant frame, and a crotch post. But even some basic chairs can compete with higher-end models in terms of safety and other features. No matter what your budget, buy a chair of recent production that's certified so you can be sure it meets the current voluntary safety standard.

The little brat on table three spills and breaks another glass of orange juice. Here comes the prick on table seven asking for a reheat of her half uneaten burger for the third time. Where is that damn busboy? The customers on the counter have been bugging me for their dessert order. Those fucking tourists did not leave a tip! Everybody seems to be talking loudly at the same time I can barely hear the nice old lady's order. Someone asks for their tab as I carry out four heavy plates of food at the other table. I have not studied for my exams yet and I have another paper due before the week ends. Thank you folks, please come again!"

The busy hours of a dinner rush is something James is all too familiar with. The chefs, the restaurant managers, and the wait staff all share this grueling part of the restaurant industry. Every worker has its own trials. Every worker has its own story to tell. I meet up with James this Sunday morning to catch the train for his part time work in midtown Manhattan. Inside the train, I couldn't help but to notice our fellow passengers. People are quiet. There are men reading the Sunday papers. There's a mother and her kid on the stroller. And there are some-James included-with their heads hunched down trying to catch a few minutes of sleep before they get off the train. I wonder if these people are restaurant servers who often works fifteen hours shift. Restaurant servers work in shifts usually in days or nights and most of the time during weekends and holidays as well. Work hours vary on every restaurant establishment. His day shift starts at 10:00am and ends at 6:00pm, the night shift from 6:00pm to 1:00am.

As we walk towards the entrance, I hear the whole place just starting to come alive. I hear the usual cracking sound of a knife and the grill as it sizzles. The sweet-smelling scent of cooked bacon permeating the entire kitchen is invigorating. He put his apron on and gets his tab book by the register upfront. He introduces me to Johanna who is seating on the counter and eating her breakfast. They will be manning the tables today and she told him that she will do the night shift as well.

"Bummer. Who got sick this time?" He asked and took a piece of bacon on her plate.
"No, nobody got sick. Michelle is moving some stuff to her new place plus I need the extra shift anyway." She replied.

"I see. Okay, let's make some money then. Let's start earning those tips, stat!"
"Don't say stat." She took a sip of her coffee and rolled her eyes at him.

According to the US Department of Labor, being a restaurant server requires agility, being able to work under pressure, and most of the time working on their feet for long hours during busy dining periods. In addition, all employees, especially the server, must provide fast and efficient service to all diners. Being able to move and think quickly, taking orders from the customers, and just getting along with people are common qualities of a good restaurant server says Shawn MacDonald, a restaurant server herself and a staff writer for the Associated Content.

James grabs a cup of fresh brewed coffee and put ice on it. He introduces me to the rest of the employees. As he walk me towards the kitchen, I see one of the cooks adding the chopped vegetables in a tall soup pan and stirs in the broth to make the soup of the day.

"The soup looks delicious, what are you making?" I asked the cook.
"Eh, ¿que es esto? " James translated.
"Sí, sopa de pollo de la gran manzana. ¿Cómo estás, chico?" the cook replied enthusiastically and shook my hand.
"Say, 'muy bien!'" James said.
"Muy bien, muy bien!" I replied back.

James tells me he didn't speak a word of Spanish when he started working here. "That is one of the perks of working in a restaurant." He adds.

The breakfast regulars start to show up. James lets me grab a seat by the counter where I can see them do their work. The customer on table three orders a short stack of pancakes and a cup of fresh brewed coffee. On the other table, James is serving an order of omelet and home fries to an older lady reading her newspaper. "I need an order of French toast and waffles for table four!" Johanna says in a commanding voice to one of the cooks. There aren't many diners who stopped by to have breakfast this morning which is never good for the restaurant servers. They rely on the diner's gratuities just to make the minimum wage. Unfortunately, for some restaurant servers, they don't even make the minimum wage. The US Department of Labor states that the median hourly wage-and-salary (including gratuities) of restaurant servers is .14 as of May 2006.

That is a few cents below the Federal regulated minimum wage which as of July 2009 is equivalent to .25. Here, in New York City, waiters and waitresses can earn up to an average of ,640 annually and for experienced waiters and waitresses, earnings can average from ,570 according to the New York State Department of Labor. "A big part of our earnings come directly from our customers rather than our hourly wages." James stated. So, what is a proper tip? According to Kim Dickerson, a small business entrepreneur and a staff writer for the Associated Content, a proper tip for an average service is fifteen percent of the total bill. An exquisite service deserves a twenty percent or higher and a poor service, which happens rarely, is ten percent. "I don't know where you get your sources from but fifteen percent is cheap!"

Johanna jokingly remarks. "All we ask is just a fair amount of generosity from our diners for the service we provide." James stated. Now, the other question is why do diners tip or should tip their waiters or waitresses? I got a lot of different responses from other restaurant servers to this question. But, they all agree-James and Johanna included-that it's for the sole convenience of not having to worry about what's for dinner and the mess of cleaning up afterwards. "All of that is all done for them while they sit with their friends or family and relax" Kim Dickerson adds.

A few minutes passed by, more and more diners start to pour inside. Johanna has just finish refilling the little containers of maple syrup for the pancakes and James finishes brewing another pot of fresh coffee. An hour or so later, the lunch time rush is well under way.

A party of nine walks in and is properly seated on the middle of the dinning room. James hands in a few complimentary pickle slices on their table and just as he suspected when they walk in, they are tourists-European tourists. James tells me that they are one of the worst types of diners next to the occasional assholes, which whines no matter how good the food tastes nor how good the service is. European tourists do not leave gratuities or are very stingy with them and still expects to be served to their every beck and call.

"Do you want to take them? They are Spaniards, our favorite people in the world." He asked Johanna sarcastically as he hand her their lunch order.
"Not a chance. That's for taking my bacon earlier." She grinned as she walked away carrying the beers for table three.

They gather a fairly decent amount of gratuities during the lunch hours and as expected, they got nothing from those European tourists. But, James still provides a quality service to them. That's a part of his work as a restaurant server. A restaurant server's duties can be oversimplified into two main categories. Number one is providing a great service to all customers. Providing a welcoming environment sets the tone of the service from the moment the customer walks into the restaurant establishment. The simple act of always having a smile and just being pleasant in front of customers are the key to providing a warm and hospitable environment suggests Rodney Southern of the Associated Content and author of a short essay "How to Be a Fantastic Server at Your Restaurant." "What I do is I kill them with my kindness." Johanna states. Even the most cynical and gloomiest of customers fold when shown genuine kindness according to Shawn MacDonald.

Number two is doing "sideworks." Sideworks refers to the tasks restaurant servers do during off hours or towards the end of every shift. Such sideworks are refilling the salt and pepper shakers, mopping the floor, and cleaning out the coffee pot. "It takes me a good hour to an hour and a half to do all my sideworks." James states. General cleaning and sanitizing of the working areas of the restaurant is basically the whole definition of doing sideworks in the restaurant industry and is also eighty-five percent of a restaurant server's daily routine states Steven, also known as "Ribeye," a professional restaurant server in Nashville, Tennessee and the webmaster of his internet blog site ragingserver.com.

The lunch time rush slows down and the flow of diners coming in starts to dissipate. Johanna and James take turns eating their lunches. The employees' lunch consists of yellow rice and beans, a grilled chicken cutlet, and some sliced avocadoes with squeezed lemons. They let me have a plateful and ate with them. I take a bite and it is absolutely delicious. "That's the other perks of working in a restaurant, great food and you'll never go home from a shift hungry." James adds.

During the entire time observing James and Johanna on their work, I notice a middle aged gentleman sitting five seats apart from me on the counter. I notice he has been there approximately at the same time James and I arrived this morning. "He's one of the regulars here." Johanna told me. She tells me this customer in particular hangs in here almost everyday. Most of the employee here seems to know him by name and even some of the regular diners as well. He will walk in, greets everybody, sits on his chair by the counter-he even has his own chair here-orders "the usual" food and drink, and just hangs out and read his book for hours. "The good thing is we never had a problem with him." She adds. He gets along with almost anyone who strikes up a conversation with him. "He's also a lawyer which sometimes gives us free legal advices. As a result, he is the only diner here that gets free refills on drinks for life." She adds.

The dinning room is quiet right now-free of demanding and bossy diners. James tells me that he takes this afternoon lull as an opportunity to do some of his usual sideworks. Johanna is doing the same. She's cleaning off the laminated menus with a cleanser and arranges them neatly on the rack above where the napkins are. Before that, she dusts off the frames on the wall with pictures of old country western movies and the six feet by four feet decorative mirror at the back side of the dinning room. James also sometimes takes this quiet period to catch up on his school homeworks. He grabs his book bag by the register upfront and takes his math homework out.

"Hey, Johanna." As he signaled her to sit beside him on the counter. "Do you still remember your college math?" He asked.
"Of course. Which math is it?"
"It's calculus, and I'm having trouble solving this problem right here." He pointed out the question on the textbook.
"Ok. Here's how you do it." And she started scribbling numbers and equations on the scratch pad.

Being a restaurant server is a fine entry level job for a high school or a college student. According to the US Department of Labor, "food and beverage service jobs are a major source of part-time employment for high school and college students." There are no specific educational requirements and only requires basic skills. However, due to the nature of the work which pays very little, it's not very encouraging to get a career out of waiting tables and getting ahead is very slim. "Job advancement is limited to finding a job in a busier or more expensive restaurant where prospect for tip earnings are a little bit better" according to the US Department of Labor. "Even landing to a busier and more expensive restaurant does not guarantee better earnings. It just means doubling the amount of work for a slight increase in pay." James states.

"It's more of a transitory job and it's really not meant to be a sole source of income." Johanna adds. In contrast, the job outlook for restaurant servers is "expected to rise by thirteen percent over the 2006-2016 decade" according to the US Department of Labor. As more diners head out to eat in restaurants, more servers are also needed to provide service for this growing trend. There is still hope for decent earnings from waiting tables that's for sure.

James seems to have finished his math homework through Johanna's mathematical prowess. She's in college as well studying on her masters' degree in psychology. He puts his homework away and the employees for the night shift are starting to get ready-which includes him and Johanna. He goes to the washroom and splashes his face with lukewarm water to freshen up. He goes back upstairs to the dining room and diners are starting to pour in once more.

"Are you ready for round two?" He asked Johanna as he raised his right hand for a high five.
"Let's do this baby!" She replied enthusiastically.
"You kept me hanging over here."
"I don't do high fives." She said and gave him a bear hug instead.

The familiar sound of utensils tapping the plates and diners waving their hands for James to take their food orders indicate the start of the dinner rush.

But Are They Open on Sunday?

The business hours for most Cape Town shops are 8:30 a.m. to 5 p.m. Monday through Friday, and 8:30 a.m. to 1 p.m. on Saturday. Some shopping centres keep longer hours. With the exception of the Waterfront and Cavendish Square, and a few specialty shops, don't expect much to be open on Sunday. South Africa has a value-added tax (VAT) of 14 percent. You can redeem some of this on your departure. Be prepared to haggle with street vendors and some market merchants, but don't overdo it. You'll want to take home pleasant memories, along with your treasures from Cape Town.

China Suppliers Up Ante on Product Safety

Following a series of tighter consumer protection laws, makers are emphasizing product safety while contending with the high cost of compliance.

Faced with stricter safety regulations in key export destinations, companies in China are allocating more resources to product testing and emphasizing high-quality materials despite the pressure these are putting on manufacturing outlay.

For most suppliers, adopting complicated and far-reaching directives is not the main challenge, but the high expense of compliance is.

Many of the new safety standards require makers to conduct more tests on a greater number of chemical substances. As a result, certification fees for some products have risen by as much as 50 percent, and even doubled in a few cases. CPSIA evaluation for toys, for example, can cost up to ,000 per model depending on the complexity of the design.

The average toy company now spends ,000 to 0,000 on examination fees every year. One of the biggest toy makers in China pays more than .9 million annually on testing, much higher than the yearly revenue of small suppliers.

Lamp specialist Heshan Mingkeda Industries Co. Ltd spends about ,000 for SAA certification alone, which takes one or two months to acquire, according to the company's sales manager Mini Yip.

In many instances, fulfilling safety requirements involves replacing infringing materials with compliant substitutes.

Suppliers of food-grade products, for instance, have already stopped using BPA, an organic compound found in many plastics. In a range of consumer goods, further modifications include the shift from PVC to POE, and from PC to phthalate-free PES, glass and nontoxic silicone.

Battery makers are striving to develop or source safer anode and cathode materials. Some have begun to replace conventional lithium cobalt oxide formulation with lithium iron phosphate, an alternative with lower environmental impact. Other efforts are aimed at improving protection against overcharging, discharging and heating.

But in most instances, "safe" alternatives are costlier than the originals. 3P PVC for instance, is 30 percent more expensive than regular PVC but is 30 percent cheaper than 6P.

Similarly, A5-grade melamine goes for ,200 per ton, three times as much as the same volume of the A1-grade variant at about 5.

In some cases, imported materials, which invariably cost more, are favored over domestic equivalents. Imported PP, for instance, is 20 to 30 percent higher than domestic versions, at ,800 to ,100 per ton. Overseas-sourced organic fabrics, likewise, are 20 to 30 percent more expensive than local variants.

Despite the high outlay, some companies prefer to source abroad for consistent quality. Foshan Geuwa Electric Appliance Co. Ltd sources 80 percent of materials and components for its blenders and juicers overseas, while the rest are purchased locally.

Besides higher raw material expenses, makers have to contend with increases in indirect costs, particularly those related with monitoring the supply chain to ensure that all manufacturing inputs meet specifications.

According to Tim Corrigan, president and CEO of the Quality Assurance Institute, "The root cause of the problem (of product quality) is control of the raw material, application contaminations and subfactories. To fix this requires an overhaul at many factories. The solution calls for significant transparency, diligence and dedication."

Generally, material vendors are able to offer third-party certification. But for those that cannot do so, companies need to send their own QC staff to supervise the production at the material suppliers' factories.

More exporters are now limiting their sourcing to suppliers that can provide certified inputs. Still, collection and documentation of every component utilized requires time, effort and money.

In addition to testing and materials quality, manufacturers are also enhancing their in-house QC facilities.

Lai On Products (Industrial) Ltd, a Hong Kong-owned maker of crayons, modeling clay and paint has set up a microbiological laboratory at its factory in Shenzhen, Guangdong province. Certified by the China National Accreditation Service for Conformity Assessment, the lab is comparable to a chemical-testing facility. The supplier also sends its products to third-party agencies to ensure compliance with ASTM D-4236 and F963, Toxicological Risk Assessment, EN 71, CPSIA, California Proposition 65 and REACH requirements.

Some baby stroller factories are now equipped with wheel performance, dynamic durability and drop-testing facilities. At the same time, many stuffed toys and children's garments makers are purchasing more needle detectors.

Any measure to comply with safety regulations undoubtedly adds to the cost of production. Suppliers estimate material and certification expenses have risen about 10 percent in recent months. Many companies try to absorb the additional expenditure, but this is not always feasible.

While investment in facilities can be recovered in the long term, the same cannot be said about testing fees. When order quantities are low, as in the current environment, makers are often unable to recover money spent on certification of specific models. Shorter product life cycles due to fast-changing customer preferences also give manufacturers a narrower time frame to recoup compliance outlay.

Some suppliers try to negotiate bigger orders or ask buyers to shoulder the cost for certification. But clients are averse to both options in view of the current economic conditions.

Typically, tier 1 manufacturers are able to comply with regulations more seamlessly due mainly to their stable financial resources.

"Enterprises that cater to major OEM customers likewise have the easiest time adjusting to the new rules as they have better access to information," said Cody Wang, chemical testing deputy general manager at Intertek. "They are usually able to make the necessary changes months in advance of enforcement deadlines."

But for small and midsize factories that have less capital to invest in equipment and prohibitive testing fees, conformance can be a daunting task.

Testers can also be partners

The professional testing industry is booming amid the rising safety trend. With the increased need for product evaluation, the past few years have seen an influx and expansion of third-party laboratories in China, including SGS, TUV, BV, Morlab and Pony Test. These organizations also provide free training on the latest regulations, and inform companies on which merchandise needs testing and how.

Regulatory agencies in the US and the EU have likewise been active in helping suppliers get up to speed.

Workshops on the new EU Toy Safety Directive have been organized, with the support of the EU-China Trade Project and the Directorate-General for Enterprise and Industry of the European Commission.

In October 2009, the third CPSC-AQSIQ Summit was held in Wuxi, Jiangsu province. With a theme of "promoting best practices by Chinese manufacturers and US importers to maximize product safety", the summit was attended by CPSC chair Inez Tenenbaum.

In her keynote address, Tenenbaum reported that in fiscal year 2009, toy recalls went down to 40 from more than 80 in the preceding period. The information exchange between the CPSC and AQSIC about recalls of China-made goods was emphasized, as well as the need for frequent training sessions.

The AQSIQ has been educating China toy makers about safety requirements in the US and on strengthening quality controls. The CPSC has arranged to set up an office at the US embassy in Beijing to help promote compliance with US standards among local suppliers.

Local governments and trade organizations are also vigorously pushing companies to bolster the image of "made in China" products.

At the Canton Fair last fall, the Ministry of Commerce distributed export quality and safety manual to exhibitors.

Organizations such as the China Council for the Promotion of International Trade have been sponsoring seminars for business owners and local government officials on product safety in Southern China.

Regulations getting tougher

The safety bar that China suppliers must hurdle is getting higher by the year as new international and domestic standards are put into place.

In December 2009, the European Chemicals Agency announced the addition of 15 chemicals to its candidate list of substances of very high concern (SVHC) under REACH. Among the inclusions were diisobutyl phthalate, a commonly used plasticizer, and lead chromate, a coloring agent.

REACH has wide-ranging impact in the EU as it requires disclosure of information on hazardous substances contained in every product. The directive is on top of specific regulations such as RoHS for electronic goods, EN 71 for toys, and Regulation 1905/2004/EC for materials that come in contact with food.

For toy makers, the CPSIA/HR4040 in the US and the EU's New Toy Safety Directive or 2009/48/EC amend existing rules substantially and impose greater restrictions on suspicious chemicals. The latter regulation limits 19 metallic elements. It also bans 55 fragrant substances and warns against a further 11 types.

Other baby and children's products and toys must pass the standards for EN 71, CE, WEEE and EMC in the EU, ASTM-F963, CPSIA, FDA and UL in the US, AS/NZS/ISO 8124 in Australia and New Zealand, and ST2002 in Japan.

Following the US and EU's lead, Japan, Australia and even Malaysia are modifying their existing toy safety regulations, particularly on flammability and the use of phthalates and lead.

Lithium battery exporters have to comply with UL1642 for cells and UL2054 or FCC for battery packs in addition to EMC and RoHS. Designs shipped by air are also obligated to undergo UN38.3 testing. In markets where FCC, UL and RoHS approval are not necessary, passing the UN38.3 is sufficient.

For products that come in contact with food, companies have to comply with assorted standards such as UL, CB, CE, GS, ETL, CCC, FDA and LFGB. Most EU countries recognize Germany's LFGB because of its stricter requirements.

Aside from international regulations, suppliers have to follow domestic guidelines for a number of goods.

Garment trimming makers, for example, need to comply with three sets of requirements for cords and drawstrings to be used in children's clothing. Issued by the General Administration of Quality Supervision, Inspection and Quarantine, and Standardization Administration, the GB/T 22702-2008, 22704-2008 and 22705-2008 are based on US' ASTM F 1816-97(2004), the UK's BS 7907:1997 and EN 14682:2007, respectively.

In addition, some existing national standards for trimmings have been revised and now have provisions that monitor and prescribe allowable levels for harmful substances that are even lower than European regulations. The GB/T 17592, for example, keeps azo content at 20mg/kg whereas it is 30mg/kg in the EU's EN 14362.

Likewise, the China government issued a new standard for melamine-formaldehyde products used as food containers and packaging materials. This comes after several foreign markets banned low-end models due to potential chemical leaching.

The regulation seeks to ensure safety by prohibiting the use of urea formaldehyde resin as the main material. A1 and A3-grade melamine dinnerware pieces, which contain 70 to 90 percent of this substance, tend to melt at high temperatures and may cause a health hazard.

To ensure compliance with the safety code, the government has required suppliers to obtain a production license from the General Administration of Quality Supervision, Inspection & Quarantine.
